There's a big difference between a red colored lamp and an infrared heat lamp. I guess you were looking for a heat lamp.
I've posted this here before, but using a thermometer to measure temperature under an infrared lamp is problematic. The infrared rays don't heat air, but heat the objects that they shine on directly. That's why they are great for brooding chicks out in a large coop or barn. They keep the chicks warm without having to heat the entire barn or coop. The radiation heats different materials at different rates. When you put a thermometer under a heat lamp you are only measuring how well the lamp is heating the thermometer, not how well it heats a feather covered chicken, nor how well it heats your hand stuck underneath.
The only way to judge the proper temperature under a heat lamp in a brooder or coop is to judge how the birds react to it.
