If I can put my nose to it with no strong smell it goes straight to a garden bed. If it smells of ammonia it goes on the compost heap. If you want another garden bed you could lay some newspaper down to kill the grass and start your compost pile where you want the garden next year. This way you don't have to load it in the wheelbarrow twice and you should never have to till the garden!
