From what I can see from the photo, it almost looks like lots of lice eggs attached to the feather follicles. I would wash that area of her neck and try to remove as much of the "dandruff/lice eggs" as you can. Oil applications sometimes help when removing eggs, too, if that is what they are.

Once you've removed as much of the stuff as possible, I would dust/spray her with a mite or lice spray/dusting powder. That will kill any alive lice on their bodies.
