Could be a matter of genetics.
Check out this mature hen who is in full lay.
And here is another mature hen in full lay. She has more wattles than comb!
Here is the first hen again. She lays a beautiful medium brown egg. Although purchased from a private breeder as a Black Jersey Giant, she obviously has something else in her background.
This hen is in full lay
This hen has just finished molting so she's not back in production. Note how her comb/wattles are small and rather pale.
