It's hard to tell from the picture. Are they small little bumps that don't come off? If so, it is a calcium deposit. We have one hen that lays eggs like this all the time. It's when their body can't process the correct calcium to vitamin ratio so the hen is getting rid of excess calcium by putting it onto the shell. Egg shells are made from calcium, so the bumps are just extra egg shell. It's nothing to worry about. As long as only one bird in your flock is laying eggs like this, there is nothing to worry about. It's her body's system, so it probably has nothing to do with the care you give them.
