One hen much smaller than the others - 17 weeks now

I've read about one hen being much smaller after a couple weeks, but this is now going into the 18th week. I have a buff orpington hen that can walk underneath the other hens she hatched with without having to duck. She's not much larger than a 2-3 week old hen. She has flight feathers but still some down. In all respects, she appears healthy other her small size. Eats well, active, no issues other than size.

Any thoughts?
 
One of my hens turned out half the size of my other girls. She is my best egg layer and the only hen of the bunch that has gone broody and hatched chicks. It doesn't sound like she was as small as yours though.
 
We ended up losing her the following week. Not sure why, but if there were externally visible issues I can only surmise that there were internal issues as well.
