I am also wondering if I have to actually move the coop, or if I just need the wheels so that it could be moved and therefor not permanent. Unfortunately the housing market has reached its seasons slump before the holidays and our sale deadline is fast approaching so this move might all fall through anyway unless they will grant us an extension.

Mine don't have wheels I just drag it. So technically you could build one and if they pitch a fit hook it to a truck, quad or tractor and move it a foot lol <--- Not permanent! LOL
 
I don't know if this helps you or not since I'm not familiar with your community and it's ordinances. But I served on our Planning and Zoning Commission and am currently on our town council In our area, a permanent structure is any building or structure that is not on a permanent foundation. That means that sheds on skids or other similar buildings would be perfectly legal as they are not "permanent." Might I suggest a call to your local building or town officials - or better yet a politely worded letter - requesting clarification of their definition of "permanent"?

Thanks Blooie, it is in our plan to be discussing our options with the planning and zoning board. It is a little different than a regular community because it is in the Amana Colonies and the house is part of the historical preserve in the area. So before we can do anything to the exterior house and/or yard we have to go through the society regulations as well as the historical society. It is all doable we will just have to double check everything before we do it.
So far we have been working with them to do a renovation on the garage and everyone has been great to work with so far. We are pretty laid back people so I am sure we can work it out. Who knows if all else fails maybe we will have the coop inside the garage. LOL
