You should check on the ages of the restriction. A lot of folks have "X number of birds over 4 months" or something similar, which would allow you to order extras if you need to and have some leeway time to sell the extras. Or, build a good enough fence your nosy neighbor can't see how many birds you have

No age restrictions, just a quantity restriction. But it's okay, because between everyone we have exactly 15 chicks, so there aren't any extras to worry about (unless somebody accidentally gets a rooster).

There are big tall hedges between our houses, but this is the neighbor that complains when my sister's dog barks one time outside after 10 pm. I mean, she's a big dog and has a loud bark, but she's never left outside all night - she goes out to pee once before bed. He's very big on Following All The Rules.

After the goats went...chickens were easy! I have found raised beds (cut off tanks) good(about 2 feet high). Then I added wire or plastic mesh around the tanks (18" to 2 ft) and then further bird netting over the top.. This has worked well and any "overhangs" are kept neat by the chickens, ducks and geese.
