My EE moonlight has found out that she can fly over the gate to the backyard and run loose in the neighborhood. Is there anything I can build to keep her from doing this? Her wings are clipped.

First thing I notice is you say her wings are clipped - it is more effective to clip one, but not both wings. A bird with both wings clipped evenly can compensate and still fly (as you have seen) , having one wing clipped and the other not causes an imbalance that better impedes flight.
How high is your gate? Have you watched to see whether she is going right over or is she flying up, landing and then flying down? Is she starting from a ways out or standing pretty much directly at the gate and going straight up and over? There are few different things that can be tried that will be more or less effective depending on how the bird is making the escape.

Moonlight has only one wing clipped, and the fence is six to seven feet high.
