Is it too soon to tell what gender and breed?

I think they might be White Rock but as for the gender I have no idea

Right now he/she is 12 weeks old. I call him/her "Pollo" n_n I don't mind if he/she is a rooster I'm keeping him/her just as a pet.

He may be a White Rock, White Leghorn, or other white breed/mix. White breeds look so similar that it is hard to tell breed until they're older. If he's a Leghorn, he'll develop large white earlobes. If not, he'll have red earlobes and will likely be a Plymouth Rock.
