4 week old started making this tagging motion today. She opens her mouth really wide and like gaggs. She is fine for a few min then does it again.

Is she yawing perhaps? This motion causes them to look like they are yawning. Be sure they have lots of water.
She's probably just adjusting her crop, its completely normal. They'll open their mouths, stretch their necks and appear to be gagging as you described. Nothing to worry about
She could be yawning or adjusting her crop like the others have said. Just make sure she has some water just in case she would happen to have something stuck in there, but typically they loosen it up and all is well.
