Is this a Roo?

I am new to chickens and got 10 chicks over the Summer from a farm with LOTS of chickens. Out of the 10 chicks 2 are confirmed hens and just started laying. There are 5 roosters(that will be looking for homes) 2 that I'm keeping, and this guy? All the others have been crowing and this one hasn't made a peep? Any thoughts?

Looks like an Ameraucana mix rooster to me. I have had roosters that never started crowing. They grew up as part of a group of 3 to 5 roosters. It seemed like the not crowing helped them avoid fights for dominance with the other guys. But when I removed some of the other more dominant roosters later because they started behaving aggressively toward my little boys, the silent guy started crowing when he was close to a year old. And he never shut up!
