silkie roosters or hens? Help please

First 3 pics are the 4 month old and last 2 are of the 3 and a half month.
cant keep roosters in my area. Thanks for any information / help.

Silkies are notoriously difficult to sex. However, I'm leaning towards the older bird being a cockerel, and the younger bird being a pullet. With Silkies, though, you sometimes don't know until they crow or lay.
 
I think the top is a boy and the bottom is a girl.

Side profiles help a lot with Silkies....their body stance helps to tell...typically the roo's are taller, lankier and have more of a mohawk. The females are squattier, more tear drop, and have a pom pom.

And yes...they can be very difficult to sex.

I would keep them both for now. The top one is looking as though he may end up being a cockerel, but I have been fooled many a time by silkies and thus hang onto the little chap for now is my advice!! I don't see any 100% definite streamers right now. I do think I see some streamers but am not sure.

To me, they both look like they'll end up being cockerels. My Silkie pullets always have a pretty narrow comb path and even when they reach laying age, they don't have as much color in their combs and wattles as yours look to have (my hens combs are just black).
 
We have 2 silkies both are 21 weeks, Minute is absolutely a rooster as he crows morning noon and night. My question is could our Nugget be a rooster as well and defering the crowing to Minute or can we assume Nugget is a hen if she is not crowing. They are the same age. We are in the city and "no roosters" allowed, however no neighbors can hear him...but two roosters will be pushing it.
Any help or opinions will be greatly appriciated.
