You may want to consider having them as house chickens. Byc has an excellent thread called "people with house chickens." My friend has 5 - 2 seramas and 3 silkies in her house. She has had house chickens for about 25 years, various breeds but, mostly silkies.
 
The policy for keeping chickens where I live is basically just as long as nobody complains. I'm just preparing if there are complaints in the future.
