Is this a RIR? There is some black on the wings and around the neck(which is hard to see in the picture). I also thought RIR's were darker.

Hatchery quality RIR or Production Red, probably.
I agree.
To me it looks mixed, the body shape especially the legs in particular(seems so short legged) are "off" for a hatchery RIR or production red.
Breeding RIR with another breed can make birds in this color.

Looks like a Production Red or hatchery New Hampshire hen.
I think the fact that terms like "hatchery quality" RIR or New Hampshire are being used is pretty rock solid evidence that it is a Production Red (red gene rooster X red gene hen).
