In the Brooder

OK. I have a question for the experts. From all the reading I have done there seems to be a wide range of when to let the birds out in the outside pen. My Brooder is attached to the flight pen with a door that goes directly into the pen.
The birds are just over 3 weeks old now. When should I give them access to the outside pen and how should I go about it.
Should I just open the door to the pen and just leave it open for them to go out when they are ready and then close it at night after puttingthem all back inside.
Or should I just open the door to the pen and leave it open all the time so they have the choice of being outside in the pen or going inside?
Our temps for the next 5 days are mid 80's to upper 80's during day and low to mid 60's at night.
I have brushy areas in pen for cover as well as a 50 gallon drum cut in half side ways and laid down for more cover. They will have access to brooder as cover as well.
