"Quite" flock?

So, here's a maybe strange question.
We need some more "elbow room" and look at several properties. We have 2 narrowed down. One we both like is in HOA. It's a 5 acre property, wooded all around solid wall of trees, with house on elevation and few feet depression in the back.
Property is in HOA and we already passed on a totally cool deal - foreclosure - as they do not permit practically anything farm related.
This time, I went straight to HOA and their president told me - hey, we are laid back bunch, mind our own business, but if there will be complaints from neighbors, we'll have to do something about it. Farm animals allowed. "noisy fowl" not allowed. But, like the man said - no complaints=no issues.
Makes me ask esteemed colleagues here.
Anyone figured how to keep your flock quiet? Sure, roosters must go, I get that. But my hens start hell of ruckus every time they lay an egg.
Suggestions?
