Blocked vent

It may not be completely blocked, but if it keeps collecting on top of the already dried on poop that is there, it could become blocked. I usually get a warm/wet cloth or paper towel and remove anything stuck to their little butts. If you find that it is just not coming off, you may have to trim it carefully with scissors. I have had to do that, and it really helped. My babies don't get blocked up anymore (except my silkies occasionally)....but for a while I felt like I was the chick poop removal master.
 
Also, after looking at the picture again, if your chick is pretty brand new and there is something kind of blackish that's closer to their belly, that could be the umbilical scab...and you definitely don't want to remove that. Just like a human baby. Just get what is super close to their vent.
 
When the chick hatched under my hen it was bleeding from the butt/back and now there is poop there and I don't know if it's the umbilical cord or intestines or something still there
 
I see. It looks like the part closer to the tail might be poop. Just use a warm wet cloth and try to soak it a little. The part under that looks like it may be umbilical cord. I would leave that alone. Don't try and pull anything, just soak and lightly rub it to see if the poop will come off. It'll be a bit of a process, but it's better to be safe than sorry.
