Orpington experts!!! Is our 11 week old 'hen' a Roo?

Hi! We purchased our five 1-day old baby chicks March 9. One of the 2 Orpingtons is starting to look much different from the other. Is she/he a Roo? I will attach pics of both for comparison. Thank you for your help!!!

Thank you!! I do think 'he' is beautiful... Unfortunately we are not allowed to have roosters in our area, only hens:(. I wish there was some way to keep him, this chick belongs to my 8 year old autistic son. I'm going to have to think about this...what to do...

Id say keep it unless it becomes a proba and in the meantime make a plan B incase you can't keep him
 
My rooster is a lemon cuckoo orpington and he's the best. Do your neighbors like you and your chicks? Maybe they would not mind hearing a rooster (could be all day long . . .) Mine talks to my neighbor's roo all the time and I like it, but others may not be so fond.
