gap under run panels

Hi all. A little help please :)

Our run is on concrete in our garden. Today we bolted it to the floor. It's very sturdy and nothing is moving it to get under... but there is a gap of up to an inch under the panels. My plan was to have a mix of construction sand, general purpose compost, bark chippings and leaf litter in the run, to a depth of around 6 inches.

Should I try to fill the gap in with cement or concrete or should I leave it? My concerns are that if I leave the gap it's an entrance for rats/mice etc to get in, but if I fill it in there'll be no drainage at all. On the other hand, the mesh on the run is 1 inch weld mesh so if they could get in under the gap they would fit through the mesh holes anyway, so perhaps I'm over thinking it?? Thoughts please?
 
Just to add, the bottom of the run panels is solid wood, with the mesh starting about 6-7 inches up.
