Clarifying Note (April 2013)
Calling the Animal Services, they indicate you can have 2 chickens on your property without a permit. Beyond that, you will need, subject to the limitations based on lot size.
In the permit process, they will contact your immediate neighbors for feedback, then have animal control come out etc. If everything is fine, the coop has to be at least 5 feet away from the boundaries. After a few weeks they will have Animal Services come inspect. Finally, they encourage you to have good fencing--Fremont has raccoons.
The permit costs $120 one year, $150 2 years, $180 3 years so if you go that route, good to go long-term!
