It is unlawful to keep, stable, feed, pasture or otherwise maintain any cow, horse, mule, goat, swine, chicken, duck, goose or other fowl or pigeon under any condition within the city except within the area now or hereafter zoned R-1 residential district and traditional neighborhood residential (TNR) under LMC Title 19, with the following exceptions: (1) Any such animals or fowl may be transported through other areas of the city in one continuous trip; (2) Any horse may be worked or used temporarily in other areas of the city; (3) Any merchant having a city business license and maintaining a regularly established business within the building for such purpose may keep fowl for sale in such place of business; and (4) Ducks, geese or other fowl may be kept within any area duly designated as a game preserve by the city or other public utility having jurisdiction in the matter.
