PREPARATION

Portion steak out to three 1/4 lb pieces. Score diagonally on both sides.

Mix remaining ingredients (green onions through black pepper) in a ziplock bag. Zip bag and squish around to mix. Add steak. Zip bag, squish around again. Refrigerate overnight.

When ready to cook, remove steak from marinade and wipe off any large chunks of green onions (save for use later in dish). Discard remaining marinade. Cook in a medium hot skillet 5 minutes, then flip, top with green onions, and cook 5 more minutes. Then flip and cook 1 more minute on each side to ensure the green onions get cooked and charred too.
