Additional Information10-4-3 Restrictions on the keeping of birds and fowl. Except as otherwise provided in this code, no person may keep, or permit to be kept on premises over which such person has control: 1. Any rooster or the male of any species of fowl over the age of three months. 2. Any fowl within two hundred fifty feet (250\') of any dwelling owned by another person unless such other person shall have filed with the animal control officer, a written unrevoked consent authorizing the keeping of such fowl or bird within two hundred fifty feet (250\') of said dwelling. Any homing pigeons within one hundred feet (100\') from any dwelling owned by another person unless such other person shall have filed with the animal control officer, a written unrevoked consent authorizing the keeping of said pigeons within one hundred feet (100\') of said dwelling in which case the number of pigeons shall be limited to five (5) pairs. 3. Any fowl or bird that is not at all times confined within a suitable enclosure or coop. 4. Any fowl in any basement, subbasement, or cellar. 5. Any fowl or bird in any enclosure or coop that is not kept clean and free of offensive odors. No fowl or bird shall be kept in violation of the planning and zoning ordinances of the city.
