| Additional Information | ARTICLE I. IN GENERAL Sec. 6-1. Bird sanctuary--City designated. The entire area within the corporate limits of the city is hereby designated as a bird sanctuary. (Code 1958, § 5-1) Sec. 6-2. Same--Birds not to be harmed, exceptions. It shall be unlawful to trap, hunt, shoot or attempt to shoot or molest in any manner any bird or wild fowl or to rob bird nests or wild fowl nests; provided, however, if starlings or similar birds are found to be congregating in such numbers in a particular locality that they constitute a nuisance or a menace to health or property in the opinion of the mayor, he shall meet with representatives of the Audubon Society, Bird Club, Garden Club or Humane Society, or as many of such clubs as are found to exist in the city, after having given at least three (3) days\\\\\\\' actual notice of the time and place of such meeting to the representatives of such clubs. If as a result of such meeting no satisfactory alternative is found to abate such nuisance, such birds may be destroyed in such numbers and in such manner as is deemed advisable by such mayor under the supervision of the chief of police. (Code 1958, § 5-2) Sec. 6-3. Hogs prohibited. It shall be unlawful for any person to keep or pen any hogs within the limits of the city. (Code 1958, § 5-4) Sec. 6-4. Permit to keep horse, mule or cow. (a) It shall be unlawful for any person or persons to keep any horse, mule, or cow within the corporate limits of the city without first obtaining a written permit from the mayor. (b) No such permit shall be issued or retained unless the following provisions shall have been complied with: (1) That a suitable stable be provided. (2) That wholesome and abundant water be provided. (3) That the premises shall be properly drained. (4) That the stable shall be cleaned, and all manure removed once daily, and that said stable shall be sprinkled with lime, oil or creosote dip or other disinfectant, immediately after cleaning. (5) That all manure removed from the stable shall be deposited in a bin, fitted with a tight cover or wire screen, packed in suitable boxes or barrels, also fitted with tight covers or screens. (6) That all manure so collected shall be removed from the premises at least once a week in summer, and once a month in winter, or more often, if in the opinion of the mayor it should become necessary. The term summer months, as used herein, shall mean from the first day of May to the first day of October. (Code 1958, § 5-6) Sec. 6-5. Running at large. (a) The running at large of animals at any time on the public streets and sidewalks and other public places, or the typing, picketing or tethering of animals so as to go across the sidewalks, streets and other public places within the corporate limits of the city is prohibited and is hereby declared a public and common nuisance. (b) It shall be the duty of the police force of the city to impound and turn over to the humane society all animals found running at large or lariated, tied, picketed or tethered so as to go across the sidewalks, streets and other public places within the corporate limits of the city.
