Sounds a lot like egg binding, try another warm bath, and applying vaseline to her vent? Can you feel the egg "on deck" waiting?

I wouldn't rotate girls through. The pecking order is a fickle thing, and changing it up all the time is never easy on the hens. Get her a dedicated flock or buddy, or get rid of the rooster if you're concerned about her safety.

Just guessing, look up angel wing splints and put something similar on to hold it in proper place and stable so it can heal properly. Did you try looking this up with the search? I know you're not the first person with this problem.
