The worst they could tell you is no. I'm dealing with a similar issue, the ordinance enforcement officer said as long as I am actively trying to get the ordinance changed, I can keep my chickens.

I recommend being honest with them and let them know you have a genuine concern for the safety of their chickens. Let them know you don't want to be blamed or your dog blamed if they get hurt because the chickens entered your yard.
