    It does appear that his comb may have been injured and become inflamed. I'd be tempted to apply some cortisone cream to his comb and monitor.

    Welcome to BYC. No surrender involved. A tom will/may try to breed an immature hen resulting in her injury/death. Toms raised with chicken hens frequently crush/kil them while attempting to mate.
