I live in Iredell county NC and i have dogs every once in a while trying to get in my chicken pen. Is it illegal for me to kill them or any other animals if they are attacking my chickens.

Currently only a couple of the 8 i have are exhibiting these signs as you will notice the one on the bottom is clean or at least not showing signs yet the top bird is showing signs. Any ideas I think it could be lice/mites but not sure. ???????
