    Hmm 28" to railing off floor seems a bit high. Any way you could lower them 10" or so? I think you would find that ideal...if you could I would also add an intermediate roost at say 24" off floor? That way they don't have to jump so high or go so far down was what I was told.     The nest boxes shouldn't be any taller off floor than your lowest roost. My lowest roost is 24" so I made my nest boxes 18" which I am told is pretty standard.
