This is the one thing I was really curious about! My girls started doing this right about when they started laying. They literally line up at my feet and squat and I scratch their backs and under their wings and they love it! They get up and shake it off and run away. This happens several times...
I use straw in and out of the coop. I clean it out weekly and put the straw in the compost. It works really well for me. I only have 4 hens though and they have free range of the yard too.... but the coop area is under a huge fir tree and stays mostly dry, not too puddly.
Thanks for the welcome, I am excited to learn more, I just hope I dont end up with more birds than I can handle! I tend to be a collector, and I need to have some discipline being that I have such a small space and close neighbors.
I wish I had more space, the 5 chicks I got last spring turned...

how small is small? I have got about 6 tiny tiny quail size eggs from my hen. How long should that last? It has been about 2 weeks since she started.
I am in Lebanon and would also like to know how you are going about changing the code. I have a few ins here I think, knowing the city councilmen and a few other seat holders. Maybe that is a good step too? Have lunch with a city official and explain your case....
