When you rest your butchered chicken, is it in water or out of water?

I will be processing my birds next week and bought everything for my husband to make this. My only questions are, what happens to the feathers? Are they going to go flying all over the yard for me to pick up after or do they stay in a generalized area? Also, do you need to have running water...

My rooster (5 mo BC Marans) has been doing this also, at least for the last 2 days. He made the same purring sounds, too. I am puzzled!

UP - Not really sure, yet, but want to be ready just in case. Last year we had 1 instance of 18" of snow, and another with 12". We had some pretty cold days last year and lots of ice. For sure at least 1 month below freezing temps here.
