A 4x4 is about half as much room as you need for 8 hens, I would build and 8x8 for up to 16 hens and then a 12x12 for 36 hens it really depends how many you want
Have you been collecting the eggs right away? If you leave the eggs for a couple of days the nest will fill up and they might go broody. One thing that works for me is I leave a light on one day for 24 hours, they think this is the longest day of the year and might just sit. If this doesn't work...
Well the comb does not look like a rooster but I am guessing that it is, because you said that the feathers weren't coming in under the wings? Well hens and roosters feather out differently and Roos tend to not get feathers under their wings until they are quite a bit older,
