Yes, the legs are partially feathered (not fully like silkies or frizzles), which leads me to think the dad may be a maran..

I read something about the markings of barred rock on a forum (https://www.backyardchickens.com/t/798635/sight-sexing-barred-plymouth-rock-chicks-at-hatch) and if that is correct then she is a hen. Could she maybe be barred rock and frizzle? Because of the way her feathers are turning up?
