I would take her to a vet. To make sure that puncture wound does not get infected. She may need antibiotics.
It sounds like there’s more injury then just a puncture wound. I would be very concerned due to the fact you stated her breathing sounds bubbly.

The form indicates approval is needed for all abutting properties. I have an end unit therefore I only abut one property owner next to me. I also, even though it wasn't required got the approval from the property owner from the back across my fence.
