This summer I used grass clippings in both pen and coop but I let them dry completely before raking. It that state they held little appeal for birds who had plenty of fresh greenery to nibble and weren't at risk of rot they way fresh ones are.

Yes. As others have mentioned, there is a particular kind of mold that favors green wood chips (which is different than the other fungi that are part of the composting process).
But an already dead tree with the wood already dry is a different story.

It's best to let wood chips age before using them, but if you keep them turned and exposed to wind and sun they should be great.

I would think that a roof is quite easy to define -- any rigid, waterproof structure fastened to and supported by a permanent frame. Especially if "roof" is what make a building -- which would, by definition, have walls and a roof.
A tent is not a roof. A tarp is not a roof. A plant-covered...

Not to be political, but it strikes me as un-American for rules to be based on complaints and the whims of officials instead of written laws that clearly tell people what is and is not legal with nothing to prevent people from making frivolous complaints about things...
