I doubt that police dog training has anything whatsoever to do with ignoring poultry! As already mentioned, high prey drive helps motivate such dogs, and they aren't meant to run loose at all.

Again, in many places, including here, deliberately injuring an animal is abuse. It's necessary to shoot to kill, or not at all. Scare tactics are fine, and electric fencing, if legal in your neighborhood, works great.

For the OP; call your local Animal Control, and the local law, and look up what your state's 'loose dog' and 'livestock ' rules actually are.
Catching a nice dog, and taking it to the shelter, is a good idea. Trying to catch a not so nice dog can get you injured, not best.
