Another thing I do for *all* chicks, ducklings, peachicks, and poults being introduced to a brooder is fill their waterer with warm water since drinking cold water can chill them.
It's been a long time since I had quail, and when I did, I did not measure the temperature, I watched their behavior and adjusted the lamp until they were like the ones in the middle.

You need to buy a proper feed for them. Ground up seeds and mealworms do not contain the correct amount of protein, vitamins, minerals, and amino acids that they need.
