Today I spoke to a State Official about the laws regarding the sale of backyard eggs and this was his response.
The NPIP is the National Poultry Improvement Plan and if you join, the state of Louisiana will test your flock for Salmonella for free, once a year and provide you with a Salmonella-Free Certification.

Eric Lee with LDAF-Poultry and Eggs responded to my query and said you don’t have to be inspected if you have less than 500 hens. So you should be ok. You cannot offer those as grade a, and I would encourage you to refrigerate them if possible. I see lots of country stores with brown eggs in a basket for sale, and they are most likely growing bacteria.
