Ok we managed to gently pop the top off, it didn't bleed and the chick is still peeping. It looks like the membrane is still fairly white and supple so we left most of it on and put it back in the incubator. It's wiggling a little so hopefully it will find the strength to kick out soon.

As you know, I got the same problem.
I will do the same, as it turned out, that I can sell kitchen-ready birds much better than alive birds.
Sad, but true.

Is it legal to do that? Or do you need a special license to sell butchered birds without the buyers being on the property during butcher?

Because this one is so close to hatching, I would pop the top off of the egg for it. It's probably stuck, and it might not make it even with help, but it will only take a moment, and once the top is off, it should be able to get out on its own.

It's been back in the incubator for about 20 minutes and pushing a bit but the head is still tucked, very "egg shaped" still — should we try to remove more shell do you think?

Try removing the membrane over the top. I'd then leave it alone for another hour or two.

Thanks so much for all your advice. On second look, I think the membrane may have come away with the top of the shell already? We'll just leave him alone for a bit now and hope

You can in SD, up to a certain number of birds. I would not, though--not without insurance & legal advice.
