#1 might be a cockerel but I wouldn't make any moves with him yet since silkies are quite difficult to sex. #2 I definitely think is a pullet.

At 12 weeks, that's way too much wattle on #1 to be a pullet. I'm going with:

#1. Cockerel
#2. Pullet
