12 Week old supposed Blue Maran a Roo or Pullet?

Lady here is supposed a blue maran that is around the age of 3 months, she in the last two weeks dropped wattles and her comb has widened. We had another of the same breed that showed signs of a room around 4/5 weeks of age and had feathered feet. Is this a Roo or Pullet and really a Blue Maran?

Are there any really thin, shiny feathers starting to emerge from the back near the base of the tail?

No, She/Him does not have any shiny or thin feather near the back of the tail. It may be based on the breed which we were told a Maran from the seller/farmer (which isn't a big deal) but it is just the strangest thing. This one may be our late bloomer compared to other one.

For most breeds, by 12 weeks you can see the male saddle feathers. It's not uncommon for a fast maturing pullet to start turning red after 12 weeks. The comb and wattles are still pretty small. I think it's a girl. She looks like a cross of Blue Marans and Cuckoo.
