13 Week Old Bantam Cochin Rooster acting like a hen in the nesting boxes

My 13 week old Bantam Cochin rooster gets in the nest boxes and lays and makes noises, scratches and acts like a hen. Can anyone tell me why he does this?

He is a very precocious boy - most roosters select nest sites for their hens and call them with the sounds he is making. He is young for such behavior - must be a high testosterone level lad.

Thank you, that all makes sense. He is actually 14 weeks old, I miscounted on the calendar. He is tiny and full of himself to be so young, loves the ladies very much and we laugh at him trying "to do his business". He runs with my big Buff Orp roosters and they just tower over him! He seems very mature for his age. Thank you again!
