It looks sorta like a bantam cochin, and I would have to say girl. Although the video is a bit dark and it would help to see his/her whole body and feet.

Seeing the whole body and how it ties in is a big thing in deciding which breed it is.

Can you take another shot of the bird walking and in better light?

It's so dark I can't tell anything about saddle feathers or neck feathers and at that age those are the best way to determine gender.
