25 week old Silkie:hen or roo?

Is my 25 week old silkie a hen or a rooster? It's behavior is totally gender neutral! No crowing like my other silkie roosters the same age, no squatting or laying like its fellow pullets. It does have some streamer like feathers on its crest that make me think rooster... But I don't know. Anyone have an opinion?

I'd guess boy, with that comb size.

Looks like a cockerel to me. Could be sterile, which would explain the lack of distinctly male feathers and the not crowing.
