3 month old silkie. hen or cockerel ?

I would say cockerel.
My guess is roo, If it's not I'd be very surprised! 
With that comb, I agree that he's a boy.
That's a silkie cross cockerel.

It's definitely a cockerel and a mix. Silkies have walnut combs.
Some silkies have single combs, it's not that uncommon in hatchery birds
