3 week old Dominique with no tail feathers yet

I am a first time chicken owner with a mixed flock so it's always very hard for me to tell if something is different b/c I have no two of the same to compare it to!
My 3 week old Dominique has no tail feathers yet! All the other chicks do. I don't know if the Dominique breed just doesn't get them as soon? Is this something to be concerned about or is it normal?

Could you post a pic of his comb? The slow tail growing could mean a rooster. But don't get me wrong, it might not.

Slower growing is absolutely normal.
