3-week olds bedding question

Hi! I have 3-week old BO's, still in the brooder in the house (150-ish gallon clear plastic tub with wire mesh top. I've been putting a layer of newspaper, then a layer of rubber shelf liner, then a layer of pine shavings. I've been changing the whole thing twice a week, and sprinkling a little bit of pine shavings over the poopy areas in between cleanings.

I'm wondering if I really need the newspaper and shelf liner. Will I be ok with just the pine shavings? Or the newspaper on the bottom and then pine shavings? The shelf liner is becoming a PITA to hose off and dry every time I clean the brooder out.

Just use shavings. Once they get gross, you just dump everything out, rinse the plastic tub out, dry it, and refill.
