So, this is supposed to be a rooster... but, he’s the runt of my litter. Is he just a bit slower to grow and on the timid side? Or do I have a hen in disguise... doesn’t have much of a comb yet, but his waddles have some color...

A standing profile shot would give a better idea of conformation. It's still too young for male specific feathering.
 
In my experience, australorp cockerels would be very obvious at this age. Here are 2 of my blue australorp at 5 weeks. They are both now laying hens.
