8wk old Buff Orpingtons - Pullets or Cockerels?

I bought these 2 buff opringtons 2 weeks ago that are now aged 8-9wks. I was told they are pullets but one of them is bigger with a more developed comb and it’s making me wonder if I’ve ended up with a roo? Unless they are actually different ages (she had a lot of chicks) 🐥🐥
I’m also new to raising orpingtons and wonder if my smaller one is meant to be this ‘scraggly’ or is she unhealthy?
Any advice is much appreciated! 🙏

In my opinion just to be safe I’d update in a few weeks. The smaller developed one is probably a female but I don’t think that’s the case with the larger one. Again, just to be SAFE & CERTAIN update us in a few weeks. :)
